Police ID man found dead at Henrico apartment complex

HENRICO, VA (WWBT)- A body found at a Henrico apartment complex was 21-year-old Orlando Isaiah Baylor, according to Henrico Police.

Police say the call originally came in around 4:00 a.m. Wednesday as a shooting at the Essex Village Apartment Complex. They arrived on scene to investigate and were looking for bullets or any evidence of a shooting when a neighbor found a body on the apartment grounds in a grassy area. Detectives say the body was found on the other side of the building from where the gunshots were reported.

They believe Baylor was visiting a cousin at the apartment complex when he was killed.

"My 9-year-old baby actually looked out my window and seen this man laying here," said a woman did not want to be identified.

A check on online court records show Baylor had a couple of assault charges and a monumental damage charge in the past two years.

Henrico house fire under investigation

RICHMOND, VA (WWBT)- Investigators hope to figure out what sparked a house fire in Millers Lane in Henrico County.

We are told the house is abandoned and located off of a dirt road. The 911 calls actually came from drivers on Interstate 64 who could see the flames and smoke as they drove by.

The closest hydrant is a few thousand feet away from the home so pumpers were used to keep the water pressure up.

We are told the walls of the home are unstable, which forced crews to fight the flames from the outside. That also prevented firefighter from going into the home when they first arrived.

It took five stations over an hour to bring the fire under control.

There's no word yet on what started the fire. No firefighters were injured in the fire.

Henrico has plan to fix flooded yard

HENRICO, VA (WWBT)- Henrico has mapped out a plan to fix a drainage leak that dumps water onto a backyard on North Ivy Avenue.

Work starts Thursday, one week after 12 On Your Side showed you the mushy backyard that Bill Rouse can't use anymore.

They're not a hundred percent sure the planned construction will work, but the fact that there is a plan and it's starting Thursday, is all Bill Rouse and his family want to hear.

The county said it's committed to finding the leak and plugging it, even if it means scrapping the latest plan and doing something different if Bill Rouse's backyard doesn't dry out with their first try.

"It's been terrible. Four county people sitting in that corner right there, looking at each other and talking," said Rouse.

The 87-year-old World War II veteran just wants to know from where the water is coming and fix it.

Paying it forward to a school bus driver

HENRICO, VA (WWBT)- Sometimes it takes a village to pay it forward.

I hit the streets in Henrico at the White Oak Shopping Village to find someone ready on the spot to pass on a $300 Act of Kindness.

I was certain my sign would get attention from all the traffic on South Laburnam Avenue.

Sure enough, it took less than 10 minutes to make the right connection. To my surprise it came from a customer who called out from the nearby 7-11.

Sabrina - "Hello there, how are you doing? We're with Acts of Kindness, we're paying it forward to someone in need or supporting good deeds."

Michelle - "Oh, that's nice."

Michelle Johnson, a bus driver with Henrico Public Schools, was making a pit stop before her afternoon drive.

Michelle - "I'm going to recommend my girlfriend Carolyn Ross."

Sabrina - "What's going on with your girlfriend Carolyn that she could use $300?"

Richmond man interrogated at airport because of yard work

RICHMOND, VA (WWBT)- A Richmond man is detained by TSA at the airport and interrogated for an hour and a half. Ralph Stephenson was flying out of the Richmond International Airport Sunday for a business meeting when he ended up getting questioned by TSA officials.

It turns out, it's the yard work he did Saturday that landed him in the hot seat.

"You put about 2-3 handfuls per bush," Ralph Stephenson showed us. He puts Holly-tone on his rhododendrons every Spring. This Saturday was no different. "That makes the plants have a burst of growth," he explained.

Then, he cleaned up and thought nothing of the chore, until he got to the airport Sunday.

"They pulled me aside and they did the full body pat down," said Stephenson. "Then, they did it a second time, and I thought, 'what in the world?'"
